Great read, but is the FBI totally corrupt and incompetent?

The book was great. I really appreciate the author's research into the dirty linen of Hoover and the FBI. He even contrasts his findings with earlier efforts that did not penetrate the shield of the Bureau. However, the book does reinforce the current press image of the FBI as a band of Keystone Cops, ineffective and even corrupt. While the newspapers now are dredging up the case of the FBI framing of four men for murder to protect one of their informants, at least they appear to have stopped short of murder themselves--unlike the CIA. Surely they have done something right. Couldn't he have put in a few positive accomplishments for the appearance of balance?
